If the design can be evaluated within the standard process, one route is to prototype first with an MPW and consider a Dedicated Run once the need is clear.
How it is considered
Conditions for a dedicated run differ case by case. Once the requirements are concrete, feasibility is confirmed with the target foundry.
Establishing what the standard process cannot cover.
Confirming with the target foundry whether the requirements can be met.
Confirming the coverage and conditions case by case.
Designing to the agreed conditions and submitting the manufacturing data.
Manufacture on an individually arranged schedule, and receipt of the chips.
Whether it is possible, and the conditions, schedule and cost, all differ case by case. There are no general conditions we can state.
